Heatwaves: People-First Solutions from 5 Cities

Extreme heat now threatens over half of India’s districts, placing nearly three-fourths of the population at risk. To spotlight affordable, scalable responses to this growing crisis, the Council on Energy, Environment and Water (CEEW) has produced India vs Heatwaves: People-First Solutions from 5 Cities, a five-part video series documenting innovative resilience efforts across the country.

The series features grassroots and city-level interventions that place people at the heart of climate adaptation: a parametric heat insurance scheme protecting women workers in Ahmedabad, a first-of-its-kind ultraviolet index alert system in Kerala, cool roof programs in Bhubaneswar, a net-zero cooling station in Jodhpur, and dedicated heatstroke treatment clinics in Delhi. Together, these stories amplify practical solutions that remain underrepresented in mainstream climate conversations and demonstrate how communities can adapt with ingenuity and care.

By sharing these experiences, CEEW aims to strengthen cross-learning among governments, urban local bodies, and civil society. The initiative also complements its larger mission of supporting 300 Indian cities in developing Heat Action Plans over the next three years, ensuring that resilience planning is not just systemic but people-centric.
